Housing authorisation: Who can live with the Studierendenwerk?

Enrolled students of the universities supervised by Studierendenwerk Oldenburg (Carl von Ossietzky University Oldenburg, Jade University of Applied Sciences, Emden/Leer University of Applied Sciences) can use the accommodation offer. Students who are also assistants, trainee teachers, trainees or have a comparable occupation, as well as students who are predominantly gainfully employed, are not eligible for accommodation. Doctoral students or students on a postgraduate, supplementary, second or distance learning programme can only be considered on a subordinate basis. As our residences are normally fully occupied, this will only rarely work out in practice.

Is there accommodation for special needs (accessible flats, accommodation for students with children)?

Some rooms or flats are specially equipped to meet the needs of disabled or chronically ill students. We prioritise not only wheelchair-bound and mobility-impaired students, but also sensory-impaired and chronically ill students. You can find more detailed information on this page. Some flats are also suitable for student parents. If this is of interest to you, please contact the Student Housing Department directly. Please note that all adult tenants must be eligible to rent from us, i.e. be enrolled at one of the universities we support.

How long can I live with the Studierendenwerk? Is there a minimum rental period?

In order to make the accommodation available to as many students as possible, the regular period of residence is limited to a maximum of 12 semesters. The tenancy has a minimum term of 6 months. The cancellation period is 3 months to the end of the month. More information can be found in the rental terms.

Fixed-term tenancy agreements have a minimum term of 6 months, i.e. one semester. They can be extended for a further semester, but the minimum rental period cannot be shortened. Fixed-term tenancy agreements are usually offered to exchange students and students who are only staying for one semester.
The full rent (rent plus deposit) must be paid before the start of the rental period.

What do the terms fully furnished and partly furnished mean?

One room is fully furnished with

  • Wardrobe
  • Shelf unit
  • Desk (without chair)
  • Bed (with mattress)

Partly furnished is a room with

  • Wardrobe
  • Shelf unit

All residential complexes are equipped with fitted kitchens with sink and electric hob, some also have an oven. In the double flats and shared flats, residents share the kitchens and bathrooms.

Where can I do my laundry?

Washing machines and dryers are available in every hall of residence. These can be used with the payment function of the CampusCard (currently 1.60 euros per wash or drying cycle).

How is the rent made up and when is it due?

The total rent is due in advance and payable on the 1st of each month. The respective rents are made up of three components: Basic rent, flat-rate operating costs and flat-rate energy costs. The flat rates include rubbish collection, heating, water and waste water, building cleaning, garden maintenance and electricity. They are calculated on the basis of a forward-looking calculation and regularly adjusted accordingly. However, there are no additional payments.

The rent does not include the licence fee or, in some residential complexes, internet usage.

A deposit must be paid at the start of the tenancy. This security deposit is withdrawn from the account on file with the first rent payment as part of the direct debit authorisation procedure. No interest is paid on the deposit.

How do I access the Internet?

Internet access is regulated differently depending on the residential complex: Either it is included in the rent or it is provided via a low monthly flat rate (currently 5 euros). A third option is for network teams in individual halls of residence to organise internet access themselves.

Is smoking allowed in the flats?

Smoking is generally permitted in your own room. However, please remember that you may incur very high costs for painting/cleaning when you move out if you smoke in your room.

It goes without saying that you should show consideration for your flatmates and neighbours when smoking.

I need accommodation for a few days, what can I do?

If it's really urgent at the beginning of the winter semester, you may be able to use the emergency beds . We set them up in the Johann-Justus-Weg student residence in Oldenburg. Application procedure

How can I apply for a place to live?

You can easily apply using our online form. However, please find out exactly what we offer beforehand and find out which residential complex and flat type (single flat, double flat or shared flat) suits you, as you have to decide on a specific complex and type of accommodation when you apply.

Our guide can help you find the right offer for you. Also pay attention to the waiting times, as these can vary greatly.

Important: To apply, you need admission to the university (no school-leaving certificate, ID card or similar)! You can therefore only apply once you have the admission certificate or a current enrolment certificate.

What typical application mistakes can I avoid?

Incorrect, incomplete and multiple applications are automatically deleted by the system without you being informed.
Examples of this are

  • You want to rent a furnished room, but apply for a residence where there are only unfurnished rooms (or vice versa).
  • You upload your ID/school report instead of your university admission letter.
  • You apply more than once (even with different e-mail addresses).

What happens after the application? How do I get the contract?

After applying, you will receive an e-mail every month with a link that you must click to confirm that you are still interested. If you do not click on the link, you will be removed from the waiting list!

As soon as a place becomes available for you, we will send you the rental contract by e-mail (pdf). You must then send it back to us within four days to accept the accommodation offer. So make sure that someone can do this for you if you are on holiday, for example.

How long will it take for a place to become available for me?

You must expect waiting times for all rooms and flats. The approximate time it takes for a room or flat to become available in a complex is shown in the waiting time table. Tip: The waiting times for rooms in shared flats are significantly shorter than those for single flats.

Can I view the room/apartment in advance?

Unfortunately, we cannot organise viewings. However, you can of course try to contact current tenants directly and ask if you can take a look inside the flat.

What do I do if something is broken?

If damage occurs in your room or flat, simply let our caretakers know using the online form . They will then take care of repairing the damage as quickly as possible.

Can I sublet my flat?

No, subletting is generally not permitted according to the general rental conditions.

How can I cancel my tenancy agreement?

The cancellation period is 3 months to the end of the month. Find out more in the rental conditions. To cancel the rental agreement, you can use the following forms:

Notice of cancellation must be sent to us by post or fax (+49 441 2615).

If you wish, we can try to find a new tenant at an earlier date so that we can possibly release you from the contract before the end of the cancellation period. However, there is expressly no entitlement to this.

What should I do if I already live at the Studierendenwerk but would like to move to another residence?

In this case, please do not use the normal online application form, but this relocation application

If you would like to move to another Studierendenwerk apartment, please note that you will have to continue paying the old rent for half a month. In total, you will incur the following costs in connection with the move: 

  • half the old rent
  • the new rent
  • the relocation fee of €25
  • if you have only paid a deposit of €250 so far: an additional €100 deposit

How can I change my bank account details?

To change the account from which your rent is debited, you can use this form and send it to the contact person responsible for your residential complex.

What is the private accommodation service?

The Studierendenwerk Oldenburg provides an online portal where private landlords can offer accommodation in Oldenburg, Emden, Wilhelmshaven and Elsfleth or in the neighbouring towns. The private accommodation service is aimed primarily at international students, as this group has a particularly difficult time on the private housing market.

What is the broadcast licence fee and do I have to pay it?

You must take care of paying the licence fee yourself. It is not included in the rent. In principle, students also have to pay the fee, only BAföG recipients can be exempted. For more information, please contact the student finance counsellors.

What do I need to know about the CampusCard?

You will receive the CampusCard from the university or your higher education institution as your student ID and semester ticket. You can also use your CampusCard to make cashless payments at the Studierendenwerk cash desks - from the canteen to the washing machine. However, if you have lost your CampusCard or it is damaged, the Studierendenwerk is not responsible. Please contact your university to apply for a new card.

How does it work with the housing registration at the city?

If you move to the university location (or move within the city), you must register your new place of residence at the Citizens' Registration Office within two weeks. This also applies if it is only your second home! Incidentally, going to the Bürgerbüro is often rewarded, as many local authorities pay a welcome grant for students.
